Mexico: Aviso preventivo
“Aviso preventivo” is how national civil protection describes a bulletin. It is not a verified national severity tier, and tropical cyclones use a separate colour system (SIAT-CT).
Thailand: Warning level 3
No Thai Meteorological Department source establishes “Warning level 3” as a national level. The warning it was attached to carries the CAP severity Extreme, which is a different scale.
